Data Interoperability: Drivers for a dynamic data ecosystem in Europe

Results report of the High-Level Forum on European Standardisation presented

With the aim of strengthening European standardisation, the European Commission set up the High-Level Forum on European Standardization more than a year ago. One of the topics focussed there is data interoperability. The relevant working group has now presented a report on the role of standards in support of the European data strategy.

The report is based on the European Commission's commitment to a dynamic data ecosystem that protects citizens' fundamental rights and the EU's technological sovereignty. Seamless, efficient and trustworthy data exchange, supported by FAIR principles (findability, accessibility, interoperability and reusability), is crucial. These principles are fundamental to data-driven business models, digital public infrastructures and the potential of research data in areas such as medicine, climate research and artificial intelligence.

Data spaces play a central role in promoting and facilitating data sharing. Interoperability, both within and between data rooms, reduces friction losses and promotes large-scale adoption.

Standards help to develop a common understanding and define interfaces. They create interoperability, clarity, trust and legal certainty, thereby supporting the implementation of the European Data Strategy.

Based on a comprehensive analysis of the current standardisation landscape and interoperability needs, the report now presented contains recommendations to the European Data Innovation Council, the European Commission, European standardisation organisations and other parties. Recommendations include standardisation needs, interoperability of data and data rooms and supporting measures. The main focus of the recommendations is on:

· launch a standardisation mandate in support of the EU Trusted Data Framework,

· Initiation of several standards and standardisation projects in the priority areas of data interoperability;

· limiting the divergence of individual data spaces and increasing the acceptance of common European data spaces by developing a European framework for assessing maturity;

· Initiate supportive measures to maximise the effectiveness of recommended standardisation efforts.
